The Margin Lever Most CFOs Haven’t Pulled Yet 

Cloud infrastructure has crossed a threshold. It is no longer a cost that finance teams monitor from a distance. Cloud spending now represents the second-largest operating expense at most SaaS and technology companies, behind only payroll, with the average organization in this category spending close to 10% of revenue on cloud services. And unlike headcount, cloud costs do not stay flat between reviews. A 2026 survey of 300 U.S. CFOs found that 88% report their cloud spend is rising, and two-thirds say it has escalated into a board-level issue, making it one of the least predictable and most scrutinized line items in the P&L.

Introduction

The financial consequence is hard to ignore. Two in five CFOs now rank reduced cloud and infrastructure costs as a top financial priority, and the same research finds that cloud optimization has become a direct lever for protecting gross margins and funding AI investment. That is not a technology problem. That is a financial controls problem, and it sits at the center of the CFO’s agenda. 

Most organizations have followed the same cost reduction playbook for years: negotiate a better rate, buy Reserved Instances, and hand the rest to engineering. That approach made sense when there was still meaningful room to negotiate. There is not much left. The remaining opportunity, which represents roughly twice the savings potential of discounts, lives on the utilization side of the ledger. That is not an engineering task to delegate. It is a financial controls problem, and it needs a financial owner. 

The Negotiation Ceiling 

Enterprise Discount Programs, known as EDPs or PPAs depending on the provider, were for many years the primary instrument of cloud cost reduction at scale. In exchange for multi-year spend commitments, providers offer volume discounts that can be significant. AWS requires a minimum of $1 million in annual spend to qualify, and those commitments must hold or increase year over year, meaning organizations are locked into minimum spend levels they cannot reduce without penalty. 

For large enterprises, the EDP conversation has already happened. The discount is in place. The question of whether to renegotiate at renewal is a legitimate one, but the incremental opportunity is limited. You cannot negotiate your way to a meaningful gross margin improvement when your counterpart knows your spend is committed and your switching costs are high.

What the table makes clear is that the lever with the most remaining runway is also the one most consistently treated as an engineering task. Rightsizing and utilization optimization represent roughly two-thirds of the total cost reduction opportunity available to most organizations. Unlike the discount side of the ledger, this does not require a multi-year commitment or a negotiation with a counterpart who has more information than you do. The opportunity is internal, it is controllable, and for most organizations it has barely been touched.

Three Reasons the Cost of Staying Passive Is Rising

The urgency here is not static. Three forces are converging to make inaction more expensive in 2026 than it was in 2024. 

Cloud list prices are moving up : AWS doubled inter-AZ data transfer fees and increased cross-region costs by 25% to 40% in 2025. Azure raised premium SSD storage pricing by 10% to 11%. The driver is hardware cost inflation: DRAM prices increased more than 300% from mid-2025 onward as AI infrastructure buildout absorbed supply, and cloud providers are expected to pass 5% to 10% of those cost increases through to customers in the second half of 2026. Every dollar of infrastructure inefficiency that exists today will cost more to carry tomorrow. 

Savings drift without governance : A one-time rightsizing exercise produces short-term savings, but those gains erode. Teams provision new resources, workloads grow, auto-scaling groups are left uncapped, and the environment gradually returns to its previous state. The industry consensus is that savings optimized without ongoing governance revert within 12 to 18 months. The FinOps Foundation’s 2026 State of FinOps report confirms this directly: governance and policy enforcement has become the number one stated priority for FinOps practitioners in the year ahead, ahead of workload optimization, because organizations have learned the hard way that optimization without governance does not hold. 

AI spend is adding a new layer of unpredictability : 45% of CFOs now cite cloud optimization as a critical lever for funding AI initiatives without compressing margins. GPU instances cost five to ten times what standard compute does, and AI workload costs do not follow the usage patterns that traditional forecasting models are built for. Unlike conventional cloud infrastructure, AI spend scales non-linearly: a single change in a model version or agent workflow can spike compute consumption overnight. In our experience working across enterprise environments, this is precisely where financial controls break down first, and where the absence of a governance framework becomes most costly. 

Where the Money Is Actually Going

Cloud waste tends to concentrate in three categories, and all three are financial controls failures, not engineering edge cases. 

Paying for capacity that is not being used.  Oversized compute instances, unattached storage volumes, stopped instances still accruing charges, idle load balancers, and abandoned snapshots. CFOs themselves estimate that roughly 30% of their cloud spend falls into the waste category, and based on what we see across the environments we analyze, the majority of that is provisioned capacity that is simply not being consumed. 

Paying premium rates for commodity resources.  Provisioned IOPS above actual workload requirements, database instances sized for peak load that never materializes, and instances running on processor generations that were current five years ago. The rates are not wrong in absolute terms. The resource selection is wrong relative to what the workload actually needs, and the delta between what is being paid and what should be paid compounds across hundreds or thousands of instances. 

Flying blind on costs that compound.  No object storage lifecycle policies means data accumulates indefinitely. No anomaly detection means runaway jobs and misconfigured auto-scaling groups generate bills that are only visible at month end. No budget-versus-actuals reporting at the team or product level means there is no accountability mechanism at the point where spending decisions are actually made. Only 30% of organizations can accurately track where their cloud budget is going. The other 70% are managing a significant cost variable with imprecise information. 

FinOps Is a Financial Control Function, Not a Project

The framing that most organizations use for cloud cost reduction is project-based: run an audit, implement recommendations, capture savings, and move on. That framing is the problem. Cloud infrastructure is not a fixed-cost environment. It changes continuously as teams build, scale, and iterate, and costs change with it. 

The organizations that have moved beyond this framing treat cloud cost governance the same way they treat any other financial control: it is continuous, it has clear ownership, and it produces reporting that finance leadership can read and act on. IDC reports that 75% of Forbes Global 2000 companies have now adopted some form of FinOps. The distinction between the organizations getting value from it and those that are not is almost entirely whether it is treated as an ongoing financial discipline or a one-time engineering cleanup exercise. 

The CFO’s role in this is not to manage the technical details. It is to own the mandate, set the governance expectation, and require reporting that makes cloud spend as visible and accountable as any other significant cost category. When finance leadership is engaged at that level, the savings case changes from periodic and uncertain to continuous and compounding.

The CFOs who move on this in 2026 will have a cost structure that is more efficient, more predictable, and more defensible than those who treat it as a background technical function. The question, as always with financial controls, is not whether to address it. It is how long to wait before the cost of not addressing it becomes visible in the numbers.
